The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

The bidder shall be the manufacturer of the mass-spectrometry analyzers (including the sales company within the same group as the manufacturer of bid goods) or system integrators of mass-spectrometry analyzers for ethylene plants. If the bidder is an integrator of the mass-spectrometry analyzer system for the ethylene plant, it must obtain the sole authorization from the manufacturer of the mass-spectrometry analyzer. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）资质要求Qualification requirement:

投标人必须提供所供防爆电子式仪表的国家授权防爆认证机构颁发的《产品防爆合格证》。国家授权防爆认证机构也包括由****点击查看管理委员会授权的国际权威认证机构，如：NEPSI、CQST、PCEC、IECEx、ATEX。

Bidders must provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the explosion-proof electronic instruments they supply. National authorized explosion-proof certification bodies also include international authoritative certification bodies authorized by the Certification and Accreditation Administration of the People's Republic of China, such as NEPSI、CQST、PCEC、IECEx、ATEX.

（3）业绩要求Requirement for Bidder's reference:

2015年1月1日至投标截止日（以合同签署时间为准），投标人所投质谱分析仪在中国境内至少具有1个用于乙烯装置的质谱分析仪合同业绩，且质谱分析仪的供货数量不少于2台。

From January 1, 2015 to the bid submission deadline (based on the contract signing date), the bidder of the mass spectrometry analyzer being bid must have at least one contract performance record for mass spectrometry analyzers used in ethylene plants within the territory of China, and the supply quantity of mass spectrometry analyzers must be no less than two units.



投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、质谱分析仪数量。

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix). The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods, number of mass spectrometry analyzers.



If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

投标人进入开标大厅后，需要进行签到操作，等待开标主持人指令。允许解密后，投标人点击解密按钮进行解密投标文件（需解密前在电脑上插入当前账号绑定的CA），输入正确的CA密码。（请注意：如投标人未在投标截止时间/开标时间**行签到，原则上将无法进行解密，将被视为撤回其投标文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投标文件解密时限为60分钟。投标人未在上述解密时限内完成解密视为解密失败，根据 电子招标投标办法 的规定，视为投标人撤回投标文件。
The decryption time limit of the bid documents is 60 minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投标人对开标有异议的，应当在开标现场提出，招标人当场做出答复，并制作记录。未在线上开标现场提出的开标异议，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
